Samuel was born the son of Peter and Mary Polly (Bruce) Troutman, in Fulton Couty, IN.
At the age of nineteen, Samuel enlisted into the Civil War. Enlisted as a Private on 9 August 1862. Enlisted in Company B, 116th Infantry Regiment Illinois on 6 Sep 1862. Mustered Out Company B, 116th Infantry Regiment Illinois on 31 May 1865.
After the war, Samuel joined his parents in Decatur, IL, to which city the had relocated themselves.
He married Elizabeth A Bear on January 10, 1868, in Macon County, IL. Following their marriage, the young couple took up residence on a farm near Bearsdale, having purchased a tract of 160 acres. For 45 years, Samuel would actively engage in the improvement and development of his farm. About 1890, Samuel erected a grain elevator in Bearsdale, for buying and selling grain from the local farmers. He then retired to a home in Decatur, IL. He continued to own the farm ground that he originally bought and received a good annual income from it.
